It Finds that 'community' in Liberia is a deeply contested notion, reflecting historical inequalities in access to land and distinction between persons considered to be 'civilized' and 'aboriginal'/
Further research recommendations:
Study recommends future action on equal opportunities for participationin development, dissemination ofinformation that is consistent, enhancing agrarian empooyment opportunities, promoting local governance, and rights based approaches to reintegration
