Main findings: 
The report provides an early assessment of the TRC process within the first two years, as well as its upcoming challenges. The memorandum on the legal act establishing the TRC serves as a good guideline to understanding both how it has initially been perceived, and how the commission has sought to actually implement this blueprint so far. It is critical of the TRC’s ability or willingness to “unearth and reveal the whole truth” and urges the government to take the necessary action.
