Adresses a) Security. A balance sheet of how it has done so far shows good beginnings, but several challenges in terms of prioritization, resources, training and strategizing. b) DDR. Highlights the accomplishments and challenges of the program at the time (2007)
Further research recommendations:
Highlights a series of open questions: Lack of gender sensitivity in DDR, concerns over verification of actual disarmament, reintegration of adult ex-combatants is much more difficult, and an urban bias in implementation. Also suggests that diasporas have a particularly different view on reparations, truth and justice, as do refugees.
