UNMIL perceived as legitimate security actor although no measurable local impacts on post-war security situation; UNMIL deployments associated with improvements in displacee returns and market stimulation, but also with increased economic inequality and worse social capital outcomes. No measurable impact of quick impact projects or DDR programs on effecting major improvements in economic well-being.
