Sub-topic:
Informal or Customary Justice
Method:
Key informant interviews, review of legal documents, interviews in pre-selected areas in five counties, "mainly in the course of 40 group meetings"
Main findings:
Ownership of forests is distinctly defined by customary community rules, which remain at odds with the state's laws and its distribution of land. This gap is responsible for uncertainty and many conflicts over land, especially with the government's aim of issuing an increasing number of logging concessions in the near future.
