Abstract
The study examines the perceptions of justice, accountability, and reconciliation among populations affected by the Islamic State (IS) conflict, particularly in Nineveh and Mosul. The method involved over 5,000 interviews with internally displaced persons (IDPs) and residents. The study found that respondents prioritize security and livelihoods but also emphasize the need for accountability for IS members and government officials. However, trust in the Iraqi justice system remains low, highlighting a gap between demand for justice and confidence in institutions.
